Only FAST is not a goal

Force an organization or team by just the challenge to become faster is not a good goal-setting. Especially in the case, if the management want to argue for an agile transformation. Does this goal mean the team has to deliver more often? If so, the team could cheat and deploy every day without a valuable element for the customer. We deploy first the app with a database connection, later the payment interface and at least the UI to enable the customer to use it. That fulfill the idea of faster but not the agile idea to deliver fast value. In case after the three releases the customer see the feature and did not see a value in it, the learning about that will take place after 3 (fast) releases.
